Root cause
CheckoutController.cs:214 totals the order with GetDiscountedPrice(), which applies the coupon before tax instead of after. Percentage coupons under-charge.
When it broke
Regression from c41f7d2 (#1184, 12 Mar). Fixed-amount coupons were unaffected.
